Agricultural expenditure ceilings

The Confederation supports agriculture by investing in production bases, production and marketing, and providing direct payments through federal contributions. Parliament stipulates the maximum amount for each of these areas in four-year periods by setting expenditure ceilings.

Agricultural expenditure ceilings for 2026–2029

On 3 March, Parliament approved the agricultural expenditure ceilings for 2026 to 2029. The ceiling for production bases will be increased by CHF 130 million (+23%) compared to 2022 to 2025. Structural improvement contributions will gradually rise from CHF 87 million to CHF 117 million a year. Funding for breeding and variety testing projects will also be increased (+33%, or +CHF 1 million per year), as will funding for sustainable plant protection advisory services (+4%, or +CHF 0.5 million per year). The expenditure ceilings for production, marketing and direct payments have been set at the same level as 2022 to 2025.

Legislation on expenditure ceilings

Under Article 6 of the Agriculture Act, funding for key areas of agricultural policy is approved for up to four years by simple federal decree. This funding takes the form of expenditure ceilings. Parliament sets the maximum amount for each expenditure ceiling by simple federal decree. In doing so, it indicates its willingness to approve the proposed sums as part of future budget decisions.
