Agricultural Policy 2022+ (AP22+)

Agricultural Policy 2022+ (AP22+) sets out the regulatory framework and current financial resources needed to respond to the concerns of the population and agricultural sector. AP22+ was adopted by Parliament in June 2023. It enables agriculture to respond to the population’s economic, social and environmental concerns.

Adoption of AP22+

On 12 February 2020, the Federal Council adopted the Dispatch on the Future Direction of Agricultural Policy from 2022 (AP22+). Parliament initially suspended deliberations on AP22+, instead tasking the Federal Council with preparing a report in response to postulate 20.3931 on the future direction of agricultural policy. This had to be submitted by 2022 at the latest. After the Federal Council approved the report in June 2022, the draft was examined by Parliament and adopted in the 2023 spring session. The total amount earmarked is CHF 13.774 billion.

Key developments

AP22+ enables agriculture to respond to the concerns of the public and the agricultural sector. Following the implementation of parliamentary initiative 19.475 ‘Reducing the risks associated with pesticide use’, Parliament and the Federal Council had already adopted measures aimed at reducing agriculture’s ecological footprint in 2022. In AP22+, therefore, Parliament’s primary focus is on the economic and social aspects of agricultural policy. It will provide Swiss agriculture with a framework that enables it to promote its products more effectively and improve the efficiency of farms.

Implementation

On 6 November 2024, the Federal Council adopted the 2024 agricultural ordinance package, which implements the legislative provisions set out in AP22+ and adopted by Parliament in June 2023. Most of the amendments came into force on 1 January 2025.

Parliamentary initiative 19.475
