The main purpose of phytosanitary measures is to prevent the introduction and spread of particularly harmful pests and diseases that affect plants and plant products. The Federal Plant Protection Service (FPPS) is responsible for the implementation of this task. It is run jointly by the Federal Office for Agriculture (FOAG) and the Federal Office for the Environment (FOEN). The FPPS collaborates with Swiss and foreign authorities, international organizations as well as associations and farmers in Switzerland. The legal basis for phytosanitary measures in Switzerland is the Plant Protection Ordinance.

Plant protection with regard to forest plants and forestry
Special conditions and legal regulations apply for the import and export of forest plants, wood and wood products. The production of forest plants also needs to be protected from the spread of harmful plant pests.
