Outbreaks of quarantine pests can usually be controlled efficiently – provided that the responsible authorities are optimally prepared and that the management measures are well coordinated in advance. The new plant health legislation will introduce new contingency planning instruments. Thanks to contingency plans, action plans and simulation exercises, the management of such events can be better prepared, trained and coordinated in the future. This will help preventing the emergence and spread of quarantine organisms and thus major damage to the agricultural and horticultural sector but also forests.
